Low Beams Mistaken for High Beams

I was wondering if anyone else has an issue with oncoming cars flashing their bright lights suggesting your car's high beams are on when they are not? I've had the dealership check the alignment of the beams twice and been told they are okay. Wonder if it's just the unusual light design that is confusing oncoming drivers. Thanks!
